Short answer

The United States, the United Kingdom, Canada, Australia or Hong Kong. You pick the country when you claim the number, and it works from anywhere.

Choose the country where the services you use operate. Most US apps want a US number, and UK banks and marketplaces usually want a UK one.

You don't need to live there. Your texts arrive online, so a UK number works just as well while you're in Dubai or Toronto.
